Almost everyone has gotten this message from the district and has dutifully tried to clean out their files. To see what you are missing, do this:
While in Entourage
Click on the ASD Exchange Account icon on the left
From the Edit menu, select Folder Properties
Click on the Storage button
Look to see where your messages are. The magic number used to be 20,000. I would try for at least under 50,000. (Blame Bill for the lack of a comma in the number)
Delete messages from the appropriate folder, then when done with that, make sure that you empty your Deleted Items folder.
